‘NAMBIKE NAKSHE’ SCHEME
NEWS – The BBMP extended the ‘Nambike Nakshe’ scheme to all eight zones in Bengaluru after a successful trial in RR Nagar and Dasarahalli. The scheme eliminates the need for physical visits to BBMP offices by enabling a fully online process for obtaining building plan approvals.

Scope of the Scheme
- Applicable Projects:
- The scheme applies to the construction of independent houses on plots less than 50×80 square feet.
Procedure and Requirements
- Online Document Submission:
- Property owners must upload site documents and building plans on the BBMP website (https://bpas.bbmpgov.in/).
- Required documents include plot ownership, revenue records, guidance value of the plot, approach road width, and present site conditions.
- Automated Scrutiny:
- The BBMP’s software automatically shares these documents with KSRSAC to ensure compliance with regulations related to stormwater drains, lakes, heritage buildings, and railways.
- Building plans are scrutinized for compliance with zonal regulations and building bye-laws.
Fee Payment and Licence Issuance
- Fee Payment:
- Applicants are provided with an automated fee payment challan and given 45 days to complete the payment through an online gateway.
- Provisional Building Licence:
- Upon payment, a provisional building licence and plan in PDF format are issued.
- A copy is forwarded to relevant officials for verification.
- Final Licence Approval:
- The zonal assistant director, town planning, has 15 days to approve the provisionally approved plan.
- If not approved within 15 days, the licence and plan are deemed approved by the software, and a final licence is issued with a digital signature.
Implementation and Challenges
- Working on Trust:
- The scheme operates on a trust-based model where the building plan must be vetted by an empanelled engineer or architect.
- BBMP engineers will only visit the site to check for deviations during construction.
Future Extensions
- BDA Limits:
- The scheme will eventually be extended to areas under the Bangalore Development Authority (BDA) limits.
