The role of public administration traditionally included mainly maintaining the peace and security of the society along with some traditional services like Municipal, Healthcare, School, transport services etc, but the role has been steadily increased with the expansion of state activity in the modern state especially in democratic state.
Importance of public administration can be studied under following points:
- public administration has a very important role in the life of people. it is a branch of government which concerns more directly and most striking than any other with the lives of human beings. With growing of Science and invention of new technology at all levels of human beings in modern society the problem between the administration and rest of the community has become of great importance which is effectively managed by public administration.
- public administration is an integral part of the society and also is a great stabilizing force in society and it is also a great instrument of social change ( Eg: Positive discrimination and the welfare schemes which targeting the lower sections of society) and improvement.
- The modern society is rid with many traditional and modern threats like issues of privacy ( Adhaar, Digital Banking ) , Sectarianism ( North east region ), Communalism ( Hindu-Muslim issue) , Urban Naxalism etc. Protection of citizen in this scenario that is maintenance of law and order is one of the prime area of Public administration.
- Administration of often neglected public services by private sector like Health, Education, Pension, Subsidies ( Agriculture ) especially in the modern society which is well known for many non communicable diseases like diabetes and obesity, where there is requirement of skilled education, increasing mortality due to pollution, it is imperative that government should step forward to through public administration to take effective measures.
- The ideas of democracy, progress, prosperity and protection of common man can be obtained only through impartial, honest and efficient public administration.
- Public administration realize the concept of democracy in the hearts and minds of citizen through making provision for improved public participation through establishment of democratic decentralization ( eg : Panchayat raj ).
- Implementing many sector specific policies through its executive action Public administration helps to improve the economy of the Country ( GDP – MGNRGA) along with improved livelihood security of the citizens thus reducing unemployment, Hunger and malnutrition.
- In the wake of globalization especially in the modern society where there is assimilation and disappearance of existing culture. Public administration acts as a bulwark against this issue by implementing many initiatives like Inner line permit, taking actions against the encroachment of tribal rights and culture, protecting minorities tradition and culture.
Other functions of public administration includes the preservation of polity, maintenance of law and order, institutionalization of socio-economic changes, management of large scale commercial activities ensuring, growth and economic development, protection of weaker sections of society , formation of public opinion and influencing public policies and political trends.
But the increase in the variety, number and complexity of functions have to be performed by the modern state has resulted in administrative lag. A serious imbalance exist between the aspirations and performance, between needs to be met and adequacy of Administrative machinery to carry them out. This imbalance constitutes the major obstacle to National Development.
In spite of the limitation, the role of public administration is vital for the holistic development of the society which cannot be effectively replaced by any other administrative machinery.
