NEWS: DBN signed an agreement for implementing the Amended BharatNet Programme (ABP) under the State-led model.

What is Digital Bharat Nidhi?

  • Earlier name → Universal Service Obligation Fund (USOF).
  • It aims to expand telecom connectivity in rural, remote and underserved urban areas.
  • Legal basis → Telecommunications Act, 2023.
  • Ministry → Ministry of Communications; administered through the Department of Telecommunications (DoT).
  • Purpose → Promote universal access to telecom services + bridge the digital divide.

Objectives & Funding

  • Universal service → Telecom connectivity in underserved areas.
  • R&D → Support telecom technologies, services and products.
  • Pilot projects → Support pilot projects, consultancy + advisory assistance.
  • Funding → Telecom contributions are first credited to the Consolidated Fund of India (CFI).
  • Non-lapsing → Unused DBN funds do not automatically lapse at the end of the financial year.
  • Administration → An Administrator appointed by the Central Government selects DBN implementers through bidding/application.
