PRAGATI PATHA SCHEME TO IMPROVE RURAL ROAD NETWORK

Overview:

  • Objective: Systematically and qualitatively improve and develop the rural road network.
  • Total Length: 7,110 km
  • Estimated Cost: Rs 5,190 crore
  • Announcement: In the 2024-25 budget.

Funding:

  • External Assistance: Rs 3,633 crore
  • State Contribution: Rs 1,557 crore
  • Total Budget Announced: Rs 5,200 crore

Implementation:

  • Segments: 50 km each in 189 rural Assembly constituencies.
  • Historical Context: 1,500 km of roads built under PMGSY and NGNRY about 10 years ago need maintenance.
  • Immediate Needs: 5,610 km of rural roads require urgent repair.
  • Execution Plan: Assembly segment-wise package basis.

Administrative Steps:

  • Detailed Project Report (DPR): Rs 28 crore allocated for DPR preparation.
  • Approval: Given by the Cabinet to the finance department.

WOMEN SHGS INITIATIVE

Objective:

  • Incentivization: Deploy women’s self-help groups (WSHGs) to collect property taxes and water tariffs.
  • Commission: 5% on the recovery amount.

Scope:

  • Exclusion: All urban local bodies except BBMP.
  • Pending Property Taxes: Rs 1,860 crore.
  • Water Connections: 30.5 lakh households have piped water connections.

ADDITIONAL CABINET DECISIONS

Free Water and Electricity for Educational Institutions

  • Institutions: All government schools and pre-university colleges.
  • Cost: Rs 29.19 crore.

Housing Schemes:

  • Belagavi: Rs 137 crore approved.
  • Kalaburagi: Rs 122.4 crore approved.

Healthcare and Education:

  • KR Hospital in Mysuru: Rs 75 crore to build outpatient section.
  • Government Engineering College in Hassan: Rs 59.57 crore to be allocated.

University Affairs:

  • Cabinet Sub-committee: Established to review and recommend quality improvements in universities.
