NEWS – A high-level committee of experts, headed by the former Chairperson of the Indian Space Research Organisation (ISRO) K. Radhakrishnan, has recommended restructuring of the National Testing Agency (NTA).
KEY RECOMMENDATIONS
- Introduction of Digi-Exam System:
- Modeled on Digi-Yatra for foolproof examinations.
- Ensures authentication at all stages: application, test, admission, and study.
- Restructuring the NTA:
- Establish an empowered and accountable governing body.
- Three designated sub-committees for:
- Test audit, ethics, and transparency.
- Nomination and staff conditions.
- Stakeholder relationships.
- Leadership team with domain expertise to manage testing processes.
- Specialization and Focus:
- Limit NTA’s scope to entrance examinations.
- Consider other exams only after capacity augmentation.
Recommendations for Human Resource and Governance
- Director-General Appointment:
- Officer of rank not below Additional Secretary under the Central Staffing Scheme.
- New Organizational Structure:
- Ten verticals, each led by directors with specific responsibilities.
- Coordination with State and District Authorities:
- Develop institutional linkages for secure test administration.
- State/District coordination committees with defined roles.

- For NEET-UG and other exams.
- Transparent parameters and methodologies for normalizing scores.
