- With the model code of conduct coming into effect in Uttar Pradesh, Uttarakhand, Punjab, Goa and Manipur, the Union Health Ministry has decided to “exclude” the picture of Prime Minister from the Covid-19 vaccine certificates in these states. It is set of guidelines to be followed by political parties during elections. It is in Line with Article 324 that gives powers to election commission
