NEWS – Foundational Literacy and Numeracy Assessment Test (FLNAT) to be conducted under the ULLAS – Nav Bharat Saaksharta Karyakram
HIGHLIGHTS
Assessment Details:
- The assessment evaluates foundational literacy and numeracy skills of registered non-literate learners across 23 states
- FLNAT includes three subjects: Reading, Writing, and Numeracy, each carrying 50 marks, totaling 150 marks.
- The test will be held in all districts of participating States/UTs, with DIETs and Government/aided schools as test centres.
Previous Assessments:
- Two FLNATs were conducted in 2023, with the last one held on 24th September 2023, witnessing participation from over 17 lakh learners.
- A total of 36 lakh learners have been certified till date based on their performance in FLNAT.
Medium of Instruction:
- The test is conducted in the regional language of learners, aligning with NEP 2020’s emphasis on promoting multilingualism and using mother tongue/local languages for instruction.
Impact and Goals:
- UTs like Chandigarh, Puducherry, Lakshadweep, and Goa aim for 100% literacy through FLNAT, showcasing the test’s role in assessing literacy initiatives.
- Qualifying learners receive certificates from NIOS, recognizing their acquisition of foundational literacy and numeracy skills
ULLAS SCHEME
Objective and Scope:
- ULLAS (Universal Literacy and Learning Accelerated Scheme) aims to cover all aspects of Education For All, aligning with National Education Policy 2020 and Budget Announcements FY 2021-22.
- The scheme targets foundational literacy and numeracy, critical life skills, vocational skills development, basic education, and continuing education for citizens aged 15 years and above.
Implementation and Infrastructure:
- The scheme utilizes online platforms for teaching, learning, and assessment, with face-to-face training and workshops for volunteers.
- It leverages digital resources, TV, radio, cell phone apps, and portals for easy access to learning materials.
Target Audience and Outcomes:
- Non-literates aged 15 and above across all states/UTs are covered, with a target of 5 crore learners over five years.
- The scheme focuses on foundational literacy, numeracy, and critical life skills, with certifications issued by NIOS for successful learners.
Salient Features:
- Schools serve as the unit for scheme implementation, conducting surveys and engaging volunteers.
- Different strategies are employed based on age cohorts, with flexibility for innovative activities by States/UTs.
- Emphasis on using technology for wider coverage, with a Performance Grading Index (PGI) to assess progress.
- Priority given to vulnerable groups and aspirational districts, with convergence efforts with other ministries/departments for effective implementation.

- ULLAS aims to involve millions of students, teachers, volunteers, and community members through various platforms.
- Media and social media play a significant role in disseminating information, promoting success stories, and conducting assessments.
