NEWS – On September 30, 2023, delegates at the UN Conference in Bonn, Germany, adopted a new global framework.
HIGHLIGHTS
- The framework aims to reduce environmental risks from chemicals and waste.
- It was part of the discussions at the 5th International Conference on Chemicals Management (ICCM5).
Key Components of the Framework
- The framework includes 28 targets that guide responsible management of chemicals throughout their lifecycle.

- National governments: Committed to policy formulation to reduce chemical pollution by 2030 and promote safer alternatives.

Phasing Out Harmful Chemicals
- The framework aims to phase out highly hazardous pesticides in agriculture by 2035.
- The Bonn Declaration was adopted, which encourages prevention of harmful chemical exposure and the phasing out of the most dangerous chemicals.
Bonn Declaration Objectives
- Prevent exposure to harmful chemicals and enhance safe management.
- Support the transition to circular economies and develop substitutes for chemicals.

Global Framework on Chemicals Fund
- Established at ICCM5 in 2023 to support countries in implementing the new framework.
- Objective: Aid developing nations, Small Island Developing States, and transitioning economies in managing chemicals and waste.
- Funding: Provides $300,000 to $800,000 USD for project implementation over three years.
- Overseen by an Executive Board with representatives from UN regions and donors.
Multi-Sectoral Agreement

- Aims to prevent illegal trade, strengthen national legal frameworks, and eliminate hazardous pesticides by 2035.
