India is among the leading countries in research publications, but its citation impact, patent commercialisation and research integrity remain concerns.

Key Challenges

• Quantity over quality → incentives reward publications/patent filings rather than impact.
• Weak commercialisation → low conversion of patents into products, licences and industries.
• Industry–academia gap → limited lab-to-market linkages.
• Research misconduct → paper mills, predatory journals + rising retractions.
• Regulatory gaps → weak institutional mechanisms to investigate research fraud.
• Uneven infrastructure → concentration of quality research in a few institutions.

Way Forward

• Reform NIRF → reward citations, patent grants, commercialisation + societal impact.
• Strengthen ANRF → long-term, mission-oriented research funding.
• Establish an independent research-integrity authority.
• Promote industry–academia partnerships + technology-transfer centres.
• Replace publication cash bonuses with research grants + innovation incentives.
• Penalise retracted papers + unused patents in institutional assessments.

Conclusion:

India needs to shift from “publish more” to “research better + translate better” to convert its growing research capacity into technological innovation and societal benefits.
