Types of Government Schemes
- Central Sector Schemes (CSS)
- Funding & Implementation:
- Fully funded and implemented by the Union Government.
- Scope:
- Typically cover subjects within the Union Government’s jurisdiction as per Schedule VII of the Constitution.
- Examples:
- BharatNet, Namami Gange, LPG connection to poor households, Pradhan Mantri Swasthya Suraksha Yojana.
- Funding & Implementation:
- Centrally Sponsored Schemes (CSS)
- Funding:
- Partially funded by both the Central and State Governments.
- Implementation:
- Implemented by State Governments and Union Territories.
- Categories:
- Core of the Core Schemes:
- Focus on the most critical areas.
- Examples: Mahatma Gandhi National Rural Employment Guarantee Programme (MGNREGA), National Social Assistance Programme.
- Core Schemes:
- Usually have a 60:40 funding pattern between the Centre and States.
- Special category states may have a 90:10 funding ratio.
- Examples: Pradhan Mantri Gram Sadak Yojana (PMGSY), Pradhan Mantri Awas Yojana (PMAY).
- Optional Schemes:
- States may request the Centre to fund a portion of the total outlay.
- Typically follow a 50:50 funding pattern, with more support in backward areas.
- Examples: Border Area Development Programme, Shyama Prasad Mukherjee Rurban Mission.
