“3 BY 35” INITIATIVE

NEWS – The World Health Organization (WHO) has launched the “3 by 35” Initiative, aiming to curb the consumption of tobacco, alcohol, and sugary drinks by raising their real prices by at least 50% by 2035.

HIGHLIGHTS

Revenue & Health Impact: The initiative seeks to mobilize US $1 trillion over 10 years by using health taxes as a dual tool—to save lives and boost public revenue. WHO highlights that these taxes reduce harmful consumption and fund essential health services.

Three Strategic Pillars:

  1. Mobilizing Countries: WHO will engage political leaders, finance and health ministries, and civil society to build high-level momentum. Participating countries will gain from strategic support, peer learning, and international recognition.
  2. Supporting Country-led Policies: WHO will assist countries in designing evidence-based tax policies through direct support and a shared knowledge platform.
  3. Building Commitment & Partnerships: The initiative promotes inclusive dialogue, cross-sector collaboration, and civil society involvement to advance sustainable health financing.
