COBRA BEAT SYSTEM

COBRA BEAT SYSTEM

NEWS

  • The Bengaluru Traffic Police (BTP) has introduced the “Cobra Beat” system to address micro-level traffic congestion in the city.
  • The initiative focuses on solving traffic problems beyond infrastructural limits, emphasizing on-ground enforcement and real-time solutions.

HIGHLIGHTS

About the Cobra Beat System

  • Cobras, the first responders from BTP, will be assigned two specific routes each to patrol regularly during peak hours.
  • The aim is to identify, monitor, and resolve congestion-prone spots caused by minor yet recurring issues such as:
    • Haphazard or illegal parking
    • Vehicle stationing on busy roads
    • Wrong-side driving and high pedestrian density

Operational Framework

  • Each traffic station has 3–4 Cobras, with two key high-traffic stretches assigned per officer.
  • The focus areas are chosen based on traffic density and bottleneck frequency, which often trigger ripple effects on adjoining roads.
  • Example: Congestion on Commercial Street often affects Dispensary Road and nearby lanes.

Implementation and Enforcement

  • Cobras are empowered to:
    • Clamp vehicles violating parking norms
    • Issue violation notices for traffic offences
  • The initiative emphasizes strict enforcement with public courtesy, focusing on visible violations only.
  • A circular by Joint Commissioner Karthik Reddy directed all DCPs to identify and implement Cobra Beats in their jurisdictions.

Challenges and Complementary Measures

  • Varying road lengths (e.g., Koramangala Ganapathi Temple Road vs 80 Feet Road) affect patrol efficiency.
  • Complementary steps include:
    • Relocating 103 unscientific bus stops
    • Signal synchronization across major junctions
    • Enhanced ground presence for real-time enforcement
