EPIC DELIVERY SYSTEM
EPIC DELIVERY SYSTEM
CONTEXT
- The Election Commission of India (ECI) has faced criticism over delays and alleged manipulations in electoral roll updates and voter ID card (EPIC) delivery.
- Amid increasing scrutiny over electoral integrity—especially after 2024 Maharashtra Assembly poll rigging allegations—the ECI is streamlining voter service mechanisms.
CONCEPT
- EPIC (Electors Photo Identity Card) is a key instrument to ensure voter identification and electoral participation.
- The new initiative introduces a Standard Operating Procedure (SOP) for 15-day delivery of voter IDs:
- Applicable for new enrolments and updates to existing voter details.
- Based on digital workflow integration between:
- ERO (Electoral Registration Officer) for approval and generation.
- DoP (Department of Posts) for physical delivery.
- Backed by the ECINet platform, featuring:
- Real-time application tracking.
- SMS alerts at each stage of the process.
- Integration with DoP’s Application Programming Interface (API) for end-to-end automation.
CURRENT
- Launched in June 2025 to improve transparency and delivery timelines.
- EC claims it will:
- Enhance efficiency and user experience.
- Ensure data integrity and security.
- Replace the older, manual-intensive process with a more robust IT-driven system.
- Voters will be empowered with information and delivery assurance—vital for migrant populations, urban voters, and first-time voters.
- This system supports Digital India goals by leveraging e-governance to enhance public service delivery.
