KARNATAKA
- Karnataka Home Minister Dr. G Parameshwara launched the ‘Mane Manege Police’ initiative in Bengaluru’s M C Layout, promoting citizen-police trust through door-to-door interaction. Police will visit homes, address grievances, collect data, and provide safety information. Supporting materials like a register, handbook, and sticker were introduced. Awareness videos highlighted common crimes, the Safe Connect app, and 50 safety islands for emergencies. Touted as India’s first such model, the initiative received public praise for enhancing police accessibility.
- The Kere Mitra programme, launched by BBMP in 2023 to involve citizens in lake maintenance in Bengaluru, faces serious implementation challenges. A survey by ActionAid Association of 52 volunteers across 35 lakes found that over half deemed the initiative ineffective due to delayed BBMP responses, lack of support, poor coordination, and unclear roles. Despite issues, 96% of volunteers remain committed. Suggestions include improved accountability, regular reviews, a single-point contact system, and better grievance redressal mechanisms.
- The National Green Tribunal (NGT) Southern Bench has directed Karnataka to submit an action plan within a month to curb pollution in the Thenpennai (Dakshina Pinakini) river, following suo motu action based on reports of black water, foul smell, and foam near Kelavarapalli dam. Pollution mainly stems from untreated sewage and effluents from Bengaluru’s Bellandur and Varthur lakes. The river, originating in Nandi Hills, supports irrigation and heritage sites, but now suffers from pollution, sand mining, and reduced flow.
- The Suraksha Mission – 75, launched in the 2023–24 Karnataka Budget by CM Basavaraj Bommai, aims to upgrade 75 key traffic junctions in Bengaluru to enhance safety, accessibility, and aesthetics. Implemented by BBMP with ₹100 crore funding, the project includes geometry corrections, pedestrian-friendly infrastructure, beautification, and flood prevention. Partnering with WRI India, junctions are chosen based on accident data. Work is divided into 15 packages, with a six-month deadline, and future plans cover 20 more junctions under NCAP.
POLITY
- On July 15, 2025, Punjab CM Bhagwant Mann introduced the Prevention of Offences Against Holy Scripture(s) Bill 2025, proposing stricter punishments for desecration of religious texts like the Sri Guru Granth Sahib, Bhagavad Gita, Bible, and Quran. The Bill, cleared by Cabinet, mandates a minimum 10-year imprisonment and ₹5 lakh fine for sacrilege, with attempts drawing 3-5 years jail and a ₹3 lakh fine. These offenses are cognizable, non-bailable, and non-compoundable. This move follows prolonged protests for an anti-sacrilege law, an emotive issue in Punjab since 2015 incidents. A similar 2018 Bill by the previous government did not receive presidential assent.
- The Karnataka High Court is hearing X’s plea challenging the Centre’s use of IT Act Section 79(3)(b) for content blocking, which X argues bypasses Section 69A’s due process as per the Shreya Singhal ruling. The Centre defends its actions, citing unique social media algorithmic curation and the need for stricter intermediary obligations due to anonymous harmful speech. X terms the Home Ministry’s Sahyog Portal, which expedites government takedown requests, a “censorship portal,” questioning its legality. Non-compliance could lead intermediaries to lose Section 79’s safe harbor protection.
SCIENCE
- BioEmu, short for Biomolecular Emulator, is a deep learning system developed by Microsoft, Rice University, and Freie Universität to predict the full range of protein shapes under biological conditions. It rapidly models protein flexibility using a single GPU, outperforming classical methods like molecular dynamics simulations in speed and efficiency. While it aids drug discovery by modeling large structural changes and disordered proteins, BioEmu cannot model drug interactions, environmental conditions, or provide uncertainty estimates like AlphaFold.
- Following the Air India Boeing 787-8 crash, caused by fuel control switches moving to ‘CUTOFF’ post-takeoff, India’s DGCA has mandated inspections of these switches’ locking mechanisms on most India-registered Boeing commercial aircraft by July 21. This directive aligns with a 2018 US FAA advisory bulletin (SAIB) concerning potential disengagement of the locking feature. The SAIB was previously non-mandatory, and the crashed aircraft hadn’t been inspected. Experts emphasize the switches’ design makes accidental movement unlikely.
- US President Donald Trump was recently diagnosed with Chronic Venous Insufficiency (CVI). This condition occurs when leg vein valves malfunction, causing blood to pool in the legs. While generally not life-threatening, CVI can lead to pain, swelling, cramps, and varicose veins. Risk factors include obesity, pregnancy, family history, or leg injuries/clots. Treatment involves lifestyle changes like exercise and weight management, leg elevation, compression therapy, and medications. Affecting about 1 in 20 adults, its prevalence increases with age.
DEFENCE
- The Lakshadweep administration, through a notification dated July 11, 2025, is planning to acquire Bitra Island for defence and strategic use, citing its strategic location and national security. Bitra, the smallest inhabited island in Lakshadweep, is ecologically sensitive and houses a shrine of Malik Mulla. The acquisition will follow the 2013 Land Acquisition Act and involve a Social Impact Assessment (SIA). If approved, Bitra will become Lakshadweep’s third island with a defence base, raising concerns about displacement.
