- National Annual Report & Index on Women’s Safety (NARI) 2025 surveyed 12,770 women across 31 cities.
- National Safety Score: 65% (benchmark). Cities ranked as much above, above, below, or much below this average.
- Top Safe Cities: Kohima, Visakhapatnam, Bhubaneswar, Aizawl, Gangtok, Itanagar, and Mumbai.
- Least Safe Cities: Patna, Jaipur, Faridabad, Delhi, Kolkata, Srinagar, and Ranchi.

Reasons for Safety & Risk
- Safe Cities: Higher gender equity, stronger policing, civic participation, women-friendly infrastructure.
- Unsafe Cities: Patriarchal norms, weak institutional response, poor infrastructure, urban safety gaps.
Perceptions of Safety
- 60% women felt ‘safe’; 40% still felt unsafe or vulnerable.
- Day vs Night: Educational institutions perceived safe (86%) in daylight but sharply unsafe at night/off-campus.
- Public Transport & Recreational Spaces: Noted as unsafe after dark.
Workplace Safety
- 91% women felt safe at workplace.
- POSH Policy Awareness: Only half knew if their workplace had one; where present, policies rated effective.
Trust in Authorities & Institutional Response
- Only 25% women trusted authorities to act effectively on safety complaints.
- 69% found safety measures “somewhat adequate,” while 30%+ noted major gaps.
- 65% women acknowledged safety improvements between 2023–24.
Harassment & Reporting
- 7% women reported harassment in public spaces in 2024; rises to 14% among under-24 women.
- Hotspots: Neighbourhoods (38%), public transport (29%).
- Reporting Gap: Only 1 in 3 victims reported incidents.
