India's urban-rural employment divide is influenced by various structural challenges that significantly impact the labor market. The Periodic Labour Force Survey (PLFS) 2023-24 reveals several key factors contributing to this divide.

1. Disparities in Unemployment Rates: There is a stark contrast in unemployment rates between urban and rural areas. As per the PLFS, rural male unemployment stands at 2.7%, compared to 4.4% in urban areas. For women, the divide is even more pronounced: rural female unemployment is 2.1%, whereas urban female unemployment reaches 7.1%. Youth Unemployment: High youth unemployment exacerbates the urban-rural divide, with urban male youth facing a staggering unemployment rate of 12.8%, while rural male youth have an unemployment rate of 8.7%. Urban female youth unemployment is notably high at 20.1%, indicating a critical need for job creation targeted at young individuals.
4. Structural Weaknesses in Agriculture: Agriculture remains the primary employment source in rural areas, with 63.7% of rural participants engaged in this sector. However, much of this employment is driven by subsistence rather than economic growth opportunities. Seasonal employment leads to underemployment and volatility in rural labor markets.
5. Mismatch of Skills and Opportunities: Despite the urban sector having more non-farm jobs, many educated youth, particularly women, face a skills mismatch, further limiting their employment prospects.
