Background:
There has been always a controversy about the nature scope, contents and ends of public administration.
- After 30’s of 20th century the rigid and dogmatic separation between politics and administration was given and it was recognised that administrative process is permeated with politics that is with the manipulation of power and formulation of policy.
- It came to be held that public administration as a science should be concerned with actual analysis or value analysis
- The goals of efficiency and economic came to be regarded as inadequate objective of administrative endeavour and replaced by the goal of social efficiency.
- An interdisciplinary study has given better insight into the social behaviour which has been responsible for new orientation in the study of public administration.
- The Psychological and sociological approach to public administration has revealed the inner springs and motives of Administrative behaviour and process which were beyond the reach of Analytics.
- The philosophical concept of pragmatism and logical positivism have influenced the study of public administration.
Goals of New Public Administration
- Relevance: public administration traditionally has been interested in efficiency and economy. The demand of New Public Administration was to deal explicitly with the political and administrative implications of Administrative action. It demands the meaningful studies oriented towards realities of social life.
- Values: the new public administration reject the value neutral stand taken by management oriented public administration.
- Social equity: according to New Public Administration the realization of social equity should be the objective of public administration it means that the objective of Administration is to become the champions of underprivileged.
- Change: public administrator official should become the active agents of social change and non believers in status quo. The new public administration should involve the innovations for social transformation.
- Client focus: not only providing goods and services to clients but also giving them a voice in how and when and what is to be provided.
In spite of above criticism and limitations the new public administration has seriously jolted the traditional concept and Outlook of the discipline and enriched the subject by importing a wider perspective and by linking it closely to the society. Rather than confining to the description and analysis of administrative phenomena, policies, organisations and process, it is becoming normative as it now deals with questions of social equity, democratic orientation, Ethical behaviour and citizens participation with expanding administrative systems. Thus, New Public Administration has been recognised as democratic administration.
