No-trust motion/ No confidence motion and Adjournment motion
Why in news? Speaker admitted the no-confidence motion against government, in a bid to force the Prime Minister to speak in Parliament on the Manipur conflict.

What is no confidence motion?
- Parliamentary device t determine whether the executive has the confidence of the legislature
- According to Article 75 of the Constitution, the council of ministers is collectively responsible to the Lok Sabha. It means that the ministry will remain in office as long as the majority of Lok Sabha members trust it
- The methodology is given by Rule 198 of Rules of Procedure and Conduct of Lok Sabha
HIGHLIGHTS
- Can be moved only in Lok Sabha
- Lok Sabha member has to give a written notice to the Speaker in the House.
- Prior reason is not required for its adoption
- Minimum 50 members have to accept the motion.
- The allotted date has to be within 10 days from the day the motion is accepted otherwise the motion fails.
- If the government is not able to prove its majority in the House, then it is liable to resign.

- Since India’s Independence, 27 no-confidence motions have been moved in Lok Sabha.
- First-two no-confidence motion was moved against Prime Minister Jawaharlal Nehru by Acharya Kripalani, immediately after losing to China in the 1962 war.
- Most no-confidence motions have been defeated except in 1979 (Prime Minister Morarji Desai had to quit) and 1999 (Vajpayee government lost power)

What is an adjournment motion?
- A motion for discussing a definite matter of urgent public importance, with the Speaker’s consent
- The Rajya Sabha Rule Book does not provide for an adjournment motion
- Notice of an adjournment motion is required to be given before 10 am on the day on which the motion is proposed
- It can be admitted only with support of 50 members
- It must reasons for adoption
- If the adjournment motion is accepted, the House adjourns after voting
- The adoption of an adjournment motion is seen as a censure of the government, although there is no compulsion on the government to resign
RESTRICTIONS FOR ADJOURNMENT MOTION
- Raise a matter which is definite, factual, urgent and of public importance.
- Not cover more than one matter.
- Be restricted to a specific matter of recent occurrence.
- Not raise a question of privilege.
- Not revive discussion on a matter that has been discussed in the same session.
- Not deal with any matter that is under adjudication of court.
- Not raise any question that can be raised on a distinct motion.
