EFFORTS TO ADDRESS NORTH KARNATAKA’S BACKWARDNESS

NEWS – Committee headed by economist M Govinda Rao to study regional imbalances in Karnataka is exploring options to study satellite images of backward regions.

HIGHLIGHTS

Use of Satellite Imagery

  • The committee is considering utilizing satellite imagery developed by the National Institute of Advanced Studies (NIAS).
  • Space experts have been consulted to analyze night-time satellite images.
    • These images reveal light density, indicating economic activity levels in different regions.
    • Taluk-specific data will be segregated for a detailed study.

Background: Nanjundappa Committee Report

  • The committee was formed 22 years after the D.M. Nanjundappa report highlighted regional imbalances in Karnataka.
    • The report identified 114 backward taluks categorized as:
      • 39 most backward.
      • 40 more backward.
      • 35 backward.
    • Despite a special development plan, most backward taluks identified earlier remain underdeveloped.

Comparison of Economic Growth Over Two Decades

  • Two decades ago, 10 districts in Karnataka had average or above-average per capita income.
  • Currently, only four districts meet this criterion:
    • Bengaluru Urban.
    • Dakshina Kannada

Survey and Data Collection Efforts

  • A team of statisticians is comparing the Nanjundappa report findings with the current scenario.
  • Questionnaires have been distributed to various stakeholders, including:
    • Politicians, scholars, administrators, industries, and panchayats.
  • An inventory of responses will be completed by December 2024.
  • District visits and interactions with local communities are planned to understand ground realities.
