RESTRUCTURING OF NTA

NEWS – A high-level committee of experts, headed by the former Chairperson of the Indian Space Research Organisation (ISRO) K. Radhakrishnan, has recommended restructuring of the National Testing Agency (NTA).

KEY RECOMMENDATIONS

  1. Introduction of Digi-Exam System:
    • Modeled on Digi-Yatra for foolproof examinations.
    • Ensures authentication at all stages: application, test, admission, and study.
  2. Restructuring the NTA:
    • Establish an empowered and accountable governing body.
    • Three designated sub-committees for:
      • Test audit, ethics, and transparency.
      • Nomination and staff conditions.
      • Stakeholder relationships.
    • Leadership team with domain expertise to manage testing processes.
  3. Specialization and Focus:
    • Limit NTA’s scope to entrance examinations.
    • Consider other exams only after capacity augmentation.

Recommendations for Human Resource and Governance

  • Director-General Appointment:
    • Officer of rank not below Additional Secretary under the Central Staffing Scheme.
  • New Organizational Structure:
    • Ten verticals, each led by directors with specific responsibilities.
  • Coordination with State and District Authorities:
    • Develop institutional linkages for secure test administration.
    • State/District coordination committees with defined roles.

Policy Interventions Suggested

  1. Multi-Session Testing:
    • For NEET-UG and other exams.
    • Transparent parameters and methodologies for normalizing scores.
  2. Multi-Stage Testing:
    • Particularly for CUET, with varied subject streams.
  3. Enhanced Security Measures:
    • Detailed guidelines for:
      • Setting question papers.
      • Printing, transportation, and storage.
      • Frisking and impersonation prevention.
      • Handling unused materials and results declaration.
