10th edition of National Health Accounts (NHA)

National Health Accounts (NHA) 2022-23: India's public health spending continued to rise, with Government Health Expenditure reaching 1.43% of GDP, increasing the government's share in total health expenditure and reducing Out-of-Pocket Expenditure (OOPE) for citizens.

NEWS: National Health Systems Resource Centre (NHSRC)à under the Health Ministry, released the 10th edition of National Health Accounts (NHA) Estimates for 2022-23.

CONTEXT

  • NHAà provides a comprehensive picture of India’s health system from an expenditure perspective.
  • Based the National Health Accounts Guidelines for India, 2016à adhere to the System of Health Accounts (SHA) 2011, a globally accepted standard for tracking health expenditure flows.

Key Highlights

  • Government Health Expenditure as a share of GDP grew from 1.15% (2013-14) to 1.43% (2022-23).
  • Government Share in total health expenditure increased from 28.6% in 2013-14 to 43.7% in 2022-23.
  • Per Capita Government Health Expenditureà Increased nearly 2.7 times, from ₹1,042 in 2013-14 to ₹2,786 in 2022-23, indicating greater health resources available per citizen.
  • Increased public health spending has led to a decline in OOPE (Out-of-Pocket Expenditure ) as a share of Total Health Expenditure.
  • Government health expenditure rose sharply to 1.84 % of GDP in 2021-22 due to pandemic management and the mass COVID-19 vaccination programme.
  • OOPE declined to 39.4 % of Total Health Expenditure during the COVID-19 period.
