TRIPURA ACHIEVING FULL FUNCTIONAL LITERACY
CONTEXT
- Tripura declared fully literate under ULLAS – Nav Bharat Saaksharta Karyakram on 23 June 2025.
- Becomes 3rd state in India to do so, after Mizoram and Goa.
- Official declaration made in Agartala in presence of CM Dr. Manik Saha & central/state education officials.
CONCEPT: ABOUT THE SCHEME & LITERACY DRIVE
- ULLAS: Centrally Sponsored Scheme (2022–27), aligned with National Education Policy (NEP) 2020.
- Target group: Adults aged 15+ who missed formal schooling.
- Objectives:
- Foundational literacy & numeracy.
- Critical life skills, digital literacy.
- Citizenship awareness, financial & legal literacy.
- Features:
- Mission-mode implementation.
- Use of ULLAS Mobile App for digital learning, assessment & certification.
- Community-centric approach: door-to-door surveys, local volunteers, people’s participation.
- Literacy benchmark: 95% functional literacy among 15+ age group (national standard).
CURRENT
Tripura’s Literacy Milestone
- Literacy rate rose from 20.24% (1961) to 95.6% (2025).
- Declared “Fully Literate State” as per national benchmark.
- Achieved through:
- Intensive rollout of ULLAS across all districts.
- Participation of lakhs of volunteer teachers, learners, and community leaders.
- Strong support from State Education Department and Central Government.
- Celebrated as a historic milestone by the CM and seen as a model for other states.
