NEWS – Emerging Science, Technology and Innovation Conclave (ESTIC) to Replace Indian Science Congress

HIGHLIGHTS

Shift from Indian Science Congress (ISC)

  • Historic Background: The ISC, one of India’s oldest science congregations (pre-Independence), has declined in relevance; the last edition was held in 2023.
  • DST vs ISCA Rift: A dispute between the Department of Science & Technology (DST) and the Indian Science Congress Association (ISCA) over organisational issues led DST to stop funding ISCA.
  • Prime Minister’s Presence: Traditionally inaugurated by the PM, ISC saw physical attendance last in 2020; later appearances were virtual.

Introduction of ESTIC

  • First Edition: Scheduled on November 3–4, 2025 at Bharat Mandapam, New Delhi.
  • Organisers: All science-related ministries (atomic energy, space, IT, etc.) to participate.
  • Format: 11 technical sessions, 75 deep-tech start-up exhibitions.
  • Dignitaries: Nobel Laureate Andre Geim (Physics, 2010), Jean-Yves Le Gall (former French Space Agency chief), Prof. Masaru Tomita (Keio University, Japan) to attend.
  • Prime Minister’s Role: PM Modi is expected to inaugurate in person, unlike in recent ISC editions.

India International Science Festival (IISF) – Complementary Role

  • Objective: To popularise science among students and youth; seen as a “mela” rather than a high-level science forum.
  • Organisers: Science ministries with Vijnana Bharti (affiliated to RSS).
  • Venue 2025: Panjab University, Chandigarh.
  • Limitations: Lacks global laureates and direct PM participation (usually only virtual).

Significance of ESTIC

  • Strategic Vision: Science Minister Jitendra Singh stated ESTIC will showcase cutting-edge research, deep-tech breakthroughs, and policy discussions aligned with Viksit Bharat 2047.
  • Global Positioning: Aimed at reviving India’s image as a leader in science, technology, and innovation.
  • Policy Shift: Marks a decisive institutional transition from the traditional ISC to a modern, globally engaged conclave.
