NEWS – Kere Mitra Programme Survey Highlights Gaps in Implementation
HIGHLIGHTS
- The Kere Mitra (Lake Friend) programme, launched by BBMP in 2023, aimed to promote citizen participation in the maintenance and monitoring of Bengaluru’s lakes.
- A survey by ActionAid Association covering 52 volunteers across 35 lakes in South and East Bengaluru revealed serious implementation issues.
- 57% of respondents felt the programme was ineffective due to lack of support, delayed or no response from BBMP, and minimal improvement in lake conditions.
- 44% reported no response, and 28% noted a delay of over 7 days in addressing issues they raised.
- 29% said none of their complaints were addressed, while another 29% said only 25% were acted upon.
- Volunteers reported poor coordination, lack of training, no clarity on roles, absence of a grievance mechanism, and limited citizen engagement.
- Budget constraints, lack of lighting, poor security, and no monitoring structure were also highlighted.
- Despite challenges, 96% wish to continue, citing commitment to lake preservation.
- Suggestions include regular reviews, single-point contact per lake, digital dashboards, and greater accountability.
- The BBMP maintains that the programme aims to bridge citizen-government collaboration in lake upkeep.
